How to Resolve Your Tax Debt

Most people don’t want to be behind on taxes, but if you do fail to pay the Internal Revenue Service, it’s important to know what happens. Here’s a look at the collections process and how you can resolve tax debt.

Tax assessment and collections

When the IRS determines that you owe the government money, it assesses you a tax. It can assess taxes when you file a return or when you don’t pay your full balance. It might also assess taxes after an audit in which the IRS doesn’t agree with a position on your tax return, perhaps because you miscalculated the amount you owed.

The IRS has 10 years from the date of assessment to collect the taxes owed, though you may be able to extend the statute of limitations.

When you owe money, you’ll receive a notice of assessment that asks you to pay your tax bill. If you don’t pay within 30 days, you’ll receive another notice. Unless you pay, you’ll continue to receive notices or certified letters from the IRS until it sends you a Final Intent to Levy notice.

If you don’t act within 30 days of receiving this letter, either by paying your bill or appealing the amount of taxes that you owe, the IRS will file a lien against you. This means it can legally seize your property to satisfy your debt, perhaps by garnishing your wages, levying your bank accounts or taking other measures.

Resolving your debt

Fortunately, there are several ways to resolve a tax debt.

1. Establishing an installment arrangement

Asking for an installment arrangement is probably the most popular way to address tax debt. This means is that you agree to pay a certain amount of money every month — for up to 72 months — until your tax debt is paid off. To ask for an installment arrangement, file Form 9465 with the IRS.

Before you take this step, be aware that penalties and interest accrue while you pay off the debt. So it’s better not to take the full 72 months to eliminate your balance.

Further, as a term of the installment agreement, you promise to file your tax returns and pay any associated debts on time. Failure to do so will undo your installment agreement.

Asking for an installment arrangement extends the statute of limitations for the IRS to collect on your debt by two years.

2. Receiving ‘currently non-collectible’ status

Another way to temporarily resolve your IRS debt is to ask to be put on currently non-collectible status. This will stop all IRS collection actions. For example, the agency won’t be allowed to file a lien against you.

Typically, you’ll qualify for CNC status if paying your tax debt would leave you with no money for your basic needs — for example, if you’re out of work or underemployed. While on CNC status, the statute continues to run.

However, CNC status is meant to be temporary and the IRS reviews every case each year. If you become ineligible, you’ll have to make other arrangements to satisfy your debt.

3. Providing an offer in compromise

Depending on your circumstances — including your ability to pay and your income, assets and expenses — the IRS might settle your tax debt for less than you owe. This is known as an Offer in Compromise.

To make such an offer, file Form 656, which includes Form 433-A (OIC). These forms require you to list all of your assets, such as bank, retirement or brokerage accounts (including account numbers), your home and automobiles, and any other assets. You’ll also list all of your liabilities, income and expenses.

It takes between six months and a year for the IRS to accept OICs. Asking for one extends the statute of limitations by the amount of time that the IRS considers your offer. You can use the agency’s online tool to get a good idea of whether your offer will be accepted.

If the IRS accepts, you’ll pay the amount you proposed in a lump sum or installments. But if your offer is rejected, the IRS will move to forcibly collect the debt. Keep in mind that because you filled out Form 433-A (OIC), providing detailed information about all of your assets, the IRS knows how to access them.

Globe Life vs. New York Life Simplified Issue Life Insurance Policies

“Simplified issue” life insurance doesn’t require a medical exam, although you must answer health questions and can be turned down.

If you’re interested in buying simplified issue life insurance, you may be comparing policies from Globe Life and New York Life. Your decision on which to choose may depend on whether you smoke, what kind of policy you want, and the companies’ track records.

Here’s a closer look at the two life insurers.

Simplified issue life insurance from Globe Life and New York Life

Both Globe Life and New York Life offer simplified issue term and whole life insurance policies. This coverage is issued quickly after you answer a few health questions, although you can be turned down based on the answers to these questions.

  • Term life insurance, which is best for most people, lasts a set number of years and pays out a benefit if you die while the policy is in effect.
  • Whole life insurance continues as long as you keep paying premiums and builds cash value that you can access. The premiums, death benefit and cash value accumulation rate are fixed.

Both Globe and New York Life sell simplified issue term life policies in five-year increments, with prices going up as you reach the next age band. This is different from traditional term life policies, for which you typically decide how long coverage will last (such as 10 or 20 years) and lock in your rate for the entire period of the policy.

If you need only a small amount of life insurance, these simplified issue policies can fit the bill:

  • Globe caps term life coverage at $100,000.
  • New York Life caps its simplified issue term life coverage at $150,000. However, it offers higher coverage amounts for its traditional term life policies, which may require a medical exam and more health questions.
  • Both companies cap whole life coverage at $50,000, but higher amounts are available from New York Life for standard policies, which also use health to set prices.

Globe provides coverage up to age 90, while New York Life stops at 80 (and the coverage limit is $100,000 if you buy it after age 65).

Both Globe Life and New York Life price their simplified issue term life insurance in five-year increments, with prices rising as you reach the next age band. Globe’s bands start at ages ending in 1 and 6; New York Life’s bands start at ages ending 0 and 5.

New York Life’s simplified issue term life insurance policies are cheaper than Globe’s for nonsmokers and, at some ages, smokers too. Globe charges the same to smokers and nonsmokers, which is unusual.

J.D. Power rates New York Life “better than most” for every life insurance category it scores: overall satisfaction, billing and payment, price, policy offerings and interaction. J.D. Power didn’t evaluate Globe Life.

When it comes to complaints to state regulators in recent years, Globe is significantly worse compared with other companies, while New York Life is better.

Deciding between Globe Life and New York Life

Most buyers of simplified issue term life policies will be better off with New York Life because of its lower prices for nonsmokers, and smokers at some ages, and because it garners many fewer complaints than Globe, compared with its market share. Smokers at certain ages and people who want simplified issue whole life insurance would probably save money with Globe Life, although the high number of complaints is a good reason to be wary, despite the savings.

If you’re healthy, or even have a minor medical problem, you can generally get lower rates by buying an underwritten life insurance policy, which will require more health questions and possibly a life insurance medical exam. If you’re shopping for life insurance, it’s always best to compare multiple quotes from multiple companies.

If you make it a habit to do a significant amount of your shopping on discount days, you can save a small fortune during your life.

Here are the best discount shopping days of the year.

Amazon Prime Day

E-commerce giant Amazon held an Amazon Prime Day last summer, and many consumers are hoping that the company will repeat the discount day again this year.

In a nutshell, Amazon Prime Day is a giant sale across all Amazon departments. As the name implies, though, it’s only available to Amazon Prime members. If you’re not yet sold on Amazon Prime, you can get a free trial of the service to see if it will help you save money over the long run.

Expect another Amazon Prime Day some time this July. However, the exact date of the next Prime Day is unclear.

Singles Day

Singles Day (November 11) is a discount day created by the Chinese company Alibaba. It’s literally the biggest shopping day in the world (the population of China is a contributing factor to giving it that title).

In 2015, it’s estimated that the total value of discounted coupons on Singles Day amounted to about $700 million in savings. More than 20,000 retailers took part in the promotion.

It can be argued that Singles Day, instead of Black Friday, now marks the start of holiday shopping.

Small Business Saturday

You’ve heard of Black Friday, but what about Small Business Saturday? That’s the Saturday after Thanksgiving.

The point of Small Business Saturday is to “shop small.” That is, consumers should shop at small businesses as opposed to stores owned by large, multi-national corporations. To bring in customers, mom-and-pop shops will often discount their merchandise on Small Business Saturday.

Save yourself a few bucks by shopping for Christmas presents this year at small businesses on the Saturday after Thanksgiving.

Cyber Monday

By now, almost the whole world has heard of Cyber Monday. It’s the Monday that follows Thanksgiving and it’s predominantly a giant, online sale held by virtually every e-commerce site in existence.

Some companies now extend the Cyber Monday concept throughout the entire week, unimaginatively naming the week “Cyber Week.”

Shop at your favorite e-commerce sites during Cyber Week. You’ll find some great discounts and an opportunity to stock up on items you really like. Put the Cyber Week sales together with a gift card discount and you could save a lot of money.

Green Monday

Green Monday is the second Monday in December. It was invented by eBay back in 2007 and has nothing to do with the environment. It’s all about saving greenbacks.

It’s not just eBay that participates in Green Monday, though. You’ll find that other online e-tailers, such as Amazon, Macy’s, and Walmart are also part of the promotion.

It’s good to know ahead of time when e-commerce sites and retailers will be discounting their products. Mark the dates mentioned here on your calendars and you stand to save money.
